It runs along the border between Israel and Lebanon. It needs to be there because it is the border between two states.
The problem with the separation wall/fence is that it is not on the border between Israel and the Palestinian Authority. It runs east of the green line in many places on Palestinian land, through Palestinian villages. Were it to run along the true border, it would be no worse than hundreds of other walls that exist in the world for far less crucial reasons - like the one that runs between Mexico and the United States to keep out illegal immigrants.
