| Dayton wasn`t intended to be the final perfect be-all, end-all. It was supposed to do what it did, stop a bloody civil war and end a genocide. It was supposed to be followed up and later adjusted and fine tuned. The follow on never happened. The subsequent administration had conquering the world priorities and was too busy to do any real diplomacy. Besides, they didn`t really know how. All they could do is use Bosnia and Kosovo to bash the Russians. |
