his capacity as chairman of the PLO, because all Israel`s official dealings with the Palestinians are technically made with the PLO, not with the Palestinian Authority (which is simply a mini PLO-type structure which was only ever meant to temporarily run the Territories until the transition to genuine independence was complete).
Then, Abbas presents the treaty for approval by the Palestinian people in a referendum (just as whatever Israeli govt agrees a peace treaty will have to present it to the Israeli people in a referendum). Both the PLO and Hamas have agreed on this mechanism. |
