Some make the mistake of thinking that the recent vote against giving Obama 80 million to resettle Guantanamo Bay represents an impediment to his plans.
Obama can, in spite of the vote, move all the detainees to the US tomorrow if he wants to, both practically, and legally. As the executive, even if Congress tried to pass a law preventing him from doing this that would prove unconstitutional as a threat to separation of powers.
Why Obama goes the consenus route is because it is good politics. The same is true with Israel and Iran. What Netanyahu needs to understand is that sovereignty is relational, as say, is all meaningful value -- like currencies. The gold standard, or unilateral action, are obsolete ideas. |
