| Israel has several programs meant to fill up the west bank as quickly as possible to avoid the possibility of a Palestinian state. On one hand, Israel has enabled "express conversions" to Judaism. The rsulting individuals may not be accepted as "real Jews" in Israel, but they can make effective place holders in the settlements.
