The Red Cross has always been neutral. That is why the Red Cross has access to many countries out of bounds to government interference. In the case of Gilad Shalit, the Hamas government of Gaza, has not allowed Red Cross representatives to cooperate. The Red Cross was active in all aspects, however the limitations were clearly made. The Red Cross works with the Red Crescent. Even the Red Crescent are disappointed. Unfortunately, Gilad Shalit is a political pawn. I work with the Red Cross and Amnesty International, even in Darfur. I am Jewish, Swiss and proud of both.
