In a normal world shooting a rocket in a city to destroy a house (warning or no warning) would be considered irresponsible.

Doing so repeatedly with or without imminent threath even when mostly accurate should be considered a crime.

The fact that a prior warning was given should be enough proof that in this case there was no real imminent need to take the risk to kill innocent people by destroying the house. It was just a house not an enemy tank, just a suspected weapon storage.

Only the IDF would call it a just regretful.
