In fact, and you may want to look this up, for the FIRST time in history, ALL religious groups in Israel have FULL and open rights to practice as they wish and where they wish. A constitution is not required to have a nation of laws. IN FACT, there are a significant number of States that do NOT have constitutions, but still are well classified as nations of laws.
