1) Congress decides how much military aid should be given and to who ( there are many countries around the world that get military aid )

2) Military aid is nothing but a backdoor government subsidy for the US arms industry ( it all has to be spent in the US ), if Israel says F35 is to expensive thats going to cost the arms industry billions it can`t afford not to make because of the cost of development so the government subsidises it.

3) Lets say you give Israel an F35 free as military aid, Israel still needs to buy spare parts, simulators etc & if it wants to increase its fleet size later it will all be for cash not aid.

4) a condition of military aid is that Israel must buy most its other weapons ( not bought with aid ) from the US.

5) Military aid makes it not worthwhile Israel developing products to export which compete to US alternatives because we get the American version free.
So less competition on the export market for the US.
