Jews continued to live in Mesopotamia after they were allowed to return to the land of Israel. In fact, Babylonia was the center of Jewish intellectual and religious life in the early Middle Ages. There is no "blood libel" in recognizing that a few Jews, like members from every known group and religion, have on occasion engaged in this kind of thing. Jews are like everyone else. We`re all subject to the same fears.
