That sounds like perfectly reasonable advice given that the enemy deliberately embeds itself in the civilian population, refuses to wear insignia recognizable from a distance, employs protected buildings for military purposes, and uses women and children as suicide bombers and human shields. No army in the world would ask a combat soldier on the battlefield to risk his life and the lives of his buddies unnecessarily to satisfy Johnboy`s and Richard Falk`s crazy interpretations of what the law is. It suffices to warn the civilians to clear out of the immediate area or to give a warning shot to anyone approaching. Those who remain on the battlefield can be assumed to be hostile or just plain stupid.
