Because the Israeli Government has already committed itself in theory to a two-state solution at least since the Oslo Accords in 1993. The most recent confirmation of this was at the Annapolis Summit in Nov., 2007, when both Israel and the PA reaffirmed the principles of the Roadmap. It is Hamas which rejects the two-state solution and the Quartet`s conditions for it to be taken off of the terrorism blacklist and to be in receipt of aid. |
