I am sorry to inform you that Jews were deported to Nazi concentration camps from Italy during WW11. The autobiographical accounts of Primo Levy would substantiate this fact more than adequately. Although the Japanese did not deport the meager number of Jews who had found their way to Japan, they denied their Consulates abroad permisssion to issue any more entrance visas. A few Japanese officials in Eastern Europe went against these directives & issued some Jews the precious documents. They paid dearly for this heroism.

As you state, governments commonly close their archives for varying lengths of time, but only when there is something to hide. The opening of vatican WWll archives is being sought now to determine the extent of its complicity in the Shoah. This concern has gained relevance today because the vatican`s intent to make "Hitler`s pope" a "saint" signals a possible resurgence of support for an active antiSemitic agenda which, if true, obviously must be vigorously opposed
