And GC IV Article 49 imposes an ABSOLUTE obligation upon Israel to prevent her citizens from transferring into Israeli-occupied territory.

Their rights as Jews may (or may not) be unaltered, but their status as "Israeli citizens" means that they can not colonize this territory whilst it remains occupied by Israel.
They have to wait.
They have to wait until *after* that occupation ends, because it is at *that* moment that they are free to rock up to the border, shouting loudly that "we can settle here, coz Jean says so!!!".
