1) natural expansion of settlements 2) creation of a functional state is the sole responsibility of the PA. Israel cannot impose governmental structures necessary for a viable state. Thus far, the Palestinians have proven themselves incapable of this task. 3) negotiations are a means, not an end. There have been NO agreements to "honor". "...we will CONSIDER listening..." who the heck is "WE"? The megalomaniacal leftists of the world?
