Democracy hasn`t done much to enhance human decency in Iraq. They seem to have passed a law granting compensation to victims of Saddam Hussein, but not to those who suffered from the previous regime -- mainly to exclude the majority of Iraqi Jews who were encouraged to leave without their property.
