as long as we continue to suffer from the present system of proportional elections for the Knesset. Only majoritanian elections (in which the country is divided into election districts and people vote for the candidate and not for the party list) can make a two-party system possible, but this won`t happen in any scenario, because such a change is opposed by both the small and the large parties. The small parties are afraid of being wiped out; the large parties are afraid of losing control over their Knesset deputies.
