Carter is probably one of the most intelligent Presidents of post war America. Granted there have been a couple of idiots. He doesn`t mention the charter because its an old document which does not equate to a holy book so it can be easy to rewrite it once peace terms are being negotiated.
Re violations of truce: Only major violation was on november 4th-by Israel.
Smuggling: Not part of the first truce agreement, though it might be in this one.
Holding of Shallit: Well Israel also kidnapped dozens of Hamas legislators who were never charged, so people in glass houses and so on.
