The only way to keep Yisrael Beiteinu out of a coalition and Lieberman out of the government that I can see would be for Kadima and Likud to join a coalition (with Kadima the senior partner and Livni as PM). That would be 55 seats in the Knesset and only 6 more would be required for a majority which could be gotten from Labor, Shas, or a combination of smaller parties. Netanyahu would have to be given whatever cabinet position that he wanted other than the premiership, but he might reject that idea.
