I`m not certain what measures you allude to when you write, "If we are taking measures against ALL Arabs...", but that doesn`t really matter.
Arab media is riddled with anti-Western propaganda. Moreover, certain Muslim theocracies (e.g. Iran) actively recruit and train terrorists to attack Western targets and undermine Western nations.
