The lack of interest abroad is no surprise because it reflects the lack of interest within Israel. A low turn out is expected because Israeli voters are not involved in the political process.

The Israeli electorate does not feel that the political process offers any real prospect of change, they are indifferent as to who will win and so do not bother to participate and vote.

Israeli politicians are perceived to be a corrupt, incompetent elite far removed from the lives of the citizens of Israel. IS it a surprise that people abroad have little interest either?
