i welcome the news that there are "international efforts underway" in this respect.
the old rules were not conceived for asymmetric warfare like that in gaza /lebanon & it`s been evident for some time that the system as it currently stands is not working.
what we have now is a political game w/one legal view fighting another (this was clear from watching a.dershowitz debating the gaza offensive w/some other legal expert recently) & something close to a "legal guerilla warfare" building up, especially in connection w/the ME conflict.
if we ever are going to arrive at any place better we need to concentrate on strengthening one central legal authority globally, one that operates under clearly formulated rules, & ones that can be enforced. the feeble, inconsistent system we have now, plus the disparate "universal jurisdictions" here & there that only make things worse, is not good enough & it`s no wonder countries hesitate to trust & commit to it. |
