It is written in the Torah, "Eisav soneh et Yaacov", in english, "Esau hates Jacob". Note it is written in the prent tense. Nothing has changed. Even if the state of Israel did not exist, anti-semitism would. Herzl mistakenly thought that the Jews having their own state would be the cure for anti-semitism, becasue just like you he never understood the root cause.
