??War Crime offenders?? seems to my mind, atleast as in the media reported form, to be against any such international / national accusations of past, presence and eventual future.-

Simply this form would political / commanding initiators of war crimes let go out free -

The famous term ??accessory of / to / after the facts?? is also to be more than carefully to be weighted and to be excluded from political motivation as well as all other problems arising out of such an unusual law prospect especially in view of the hardly bygone ??Holocaust?? with its legal / ethic / political decisions.
Here Israel has to be over and over careful when dealing with such law request irrespective of its source owing to some possibility of excepting / promoting excusing certain dehumanization to the educational human future.
