Right after the final and permanent peace agreement has been signed and ratified which isn`t very likely while Hamas is in charge of the Gaza Strip because it will only go as far as a 10-year hudna (armistice).

They will have to do that in international waters.

Israel and Egypt as sovereign states have a right to control their side of their land boundaries with the Gaza Strip in any way that they see fit. The Gaza Strip has no territorial seas because it is not a state nor a part of one yet. Israel is responsible for the Gaza Strip`s coastal waters because it says so in the Oslo Accords. A cease-fire does not terminate an armed conflict; only a peace agreement can do that.
