The Partition Resolution is the legal basis for the Jewish state in post-Mandate Palestine and the Arab state. The Partition Resolution required each of the new states to convene a democratic Constituent Assembly and formulate a democratic constitution. This never happened: The Jewish state took over the territory of the Arab state, and forced most of its inhabitants to flee. The Jewish State never formulated a democratic constitution, the Arab state never emerged and never convened a Constituent Assembly, and there is the problem of over 5 million refugees who have the right to return. It is entirely correct to re-open the issue of the Constituent Assembly, to fight to convene it, and to formulate a democratic constitution that respects human rights. If this is what Balad and MK Jahalka have in mind, they are 100% right. It is a political program that is invincible.
