The reason there have been few Israeli casualties is that Israel uses resources to provide shelters for its citizens, while Hamas stores arms and constructs tunnels under civilian homes, uses civilians for shields, and fires rockets from mosques, schools and hospitals.
As for Gaza being so heavily populated - it is perhaps number 14 on the list of heavily populated areas in the world. There are many open fields where arms could be stored and from which rockets and mortars could be launched - and which, if Hamas wanted peace, could be farmed to provide not only for their own people, but exported for income.
