The author says that the chances are low that Hamas will fire rockets, and high that they will be smuggled in, ("in signing a pledge")!
On account of this he goes on to say that Israel should accept the smuggling of rockets, whose only purpose is to be fired. This is because Israel should "take what it can get", as though notwithstanding Operation Cast Lead, it still means that Israeli "beggars cannot be choosers".
His article is incomplete because he fails to say what Hamas will do with the rockets it is allowed to bring in, under the terms of the cease fire. Will the terms allow them to be stocked in silos ready to be fired, but not actually be allowed to be fired?
Firing rockets and smuggling rockets are one inseparable package.
