UNRWA is not an authority but un agency and hires local palestinians. If UNRWA claims they counted the dead, it should be reported who, where, when and how the counting was done or rather: a full report.
It is clearly in the interest of Hamas to overstate the numbers, the age and the sex of the killed, and also to conceal if there were any Hamas combattants in the vicinity of the building.
As you know Hamas forces do not comply to Article 1 in the Hague convention on War as they do not have a fixed distinctive emblem recognizable at a distance; and do not always carry arms openly.
Secondly Hamas are systematically known to violate Art 29 in the fourth Geneva convention as they carry out belligerent acts in the vicinity of civilians.
Thirdly, according to art 28 in the same convention "The presence of a protected person may not be used to render certain points or areas immune from military operations." |
