As an alternative to the current incursion, I envisioned something like a pre-announcement by Israel that they would proceed to destroy with 24 hour notice 1 of 20 pre-identified city block size areas, every time a rocket was fired. This would require the Gazans to evacuate 20 block areas every time a rocket hit Israel. The air force would then proceed to destroy 1 of the 20 areas. So if Hamas intended to keep up the rocket fire, everyone would have a very clear idea of the consequences, along with the opportunity to avoid civilian deaths. And if the rockets continued, Israel could with justification systematically destroy Gaza, and I suppose let the UN come in with tents and porta-potties. These rules could be modified a bit to give everyone the opportunity to behave in very small ways like total asses without recourse- maybe no consequences for the first rocket.
But, it would seem to be better than the current mess and everyone would understand the rules. |
