Note the words: flowed INTO Lebanon.

Axel was quite right to point out that the UN did not guarantee that UNIFIL would prevent the flow of arms INTO Lebanon, because UNIFIL`s area of operations is south of the Litani.

Your rebuttal in #15 is a non-sequitor, amounting to quoting 1701 saying that UNIFIL must not allow arms within "its area of operations".

Yeah, BEN, sure.

But Axel has already pointed out that UNIFIL`s area of operations are south of the Litani.

So it can do nothing to prevent arms coming INTO Lebanon, because the Syria/Lebanon border extends north of its assigned area.

Blocking the flow of arms INTO Lebanon is therefore the responsibility of all UN member states (including, of course, Lebanon), not of UNIFIL.

UNIFIL is only responsible for stopping any arms from cross over the Litani, and so your original post was wrong.
