In my book, a general warning to stay clear of weapons stores, Hamas installations and militant activities should suffice. Those ten minute warnings provides time enough for operatives to move underground and even remove smaller munitions. The sages warned about being "compassionate to the cruel". These warnings are one reason Hamas has lost barely 2% of their fighting forces.
