In 1967 Gaza was just a speed bump on the way to El Arish and the Canal.
There was no vast plan to grab Gaza and the West Bank. There was a war on and water barriers like the Suez Canal and Jordan River make good defensive stopping points.
Israel even tried to fob Gaza off on the Egyptians at the time they negotiated the Israel-Egypt Peace Treaty. The Egyptians (probably based on their prior unhappy experience in 1948-67) were smart enough to not want responsibility for what was even then a hell-hole.
No entrance strategy, no exit strategy, in fact, no strategy at all.
