The international efforts have failed largely do to the leadership role of the USA.

The goal of the American government has been to justify a war with Iran and it has not given up that goal even as it has become very clear the US cannot afford to undertake that war.

The US has ruled out pushing for the instatement of the Enhanced Protocols which Iran abandoned after the Bush administration and Israel started talking up a war.

The impending demise of the Bush administration has put all efforts on hold as everyone is waiting to see what the Obama administration will do.

It is almost certain that the new administration will continue to pursue an end to Iran`s reactor fuel production.

The collapse of hedge funds has gutted commodities speculation with an attendant drop in oil prices which has limited Iran`s options.

Russia, meanwhile, seems to be inclined to stabilizing the situation by making punitive strikes on Iran an order of magnitude more difficult and costly.
