I fully agree with you that collective punishment of civilians in Gaza who are not involved in attacking Israel is unjustified.

However, if you want to cite international law, than you must apply those laws to both sides. The civilians in the Western Negev are not directly responsible for the blockade on Gaza or the occupation in the West Bank, yet they have been collectively punished and subjected to Hamas rocket fire for years. Hamas leaders claim that every Zionist is a conqueror. That is an explicit call for collective and unselective punishment.

If you want to apply humanitarian laws, than apply them all around and not selectively.
