As he stated, Israel has no exit plan:

If Israel goes in with no exit plan, it is just a rerun. Israel doesn`t do counterinsurgency. It`s too expensive in blood and treasure. And Livni hasn`t found, in her capacity as FM, anybody willing to take over from the IDF after the conquest.

Maybe he doesn`t think the Israeli public has the stomach for a Rumsfeld style occupation where 50 to 100 IDF kids die a month, month after unending month, and with Israeli taxpayers picking up the tab for all governing in Gaza from schools to food, from policing to firefighting.

Invasions are not without cost. That NIS17/day/occupied-person budgeted isn`t the only cost.
