Not as the President of the Palestinian Authority.

As the head of the PLO.

Israel recognizes the PLO as the legitimate representative of the entire Palestinian people.

It only recognizes the PA as the legitimate governmental authority in the West Bank and (I assume) the Gaza Strip.

They are not the same thing, even if currently those two posts are held by the same man.

Indeed, Israel can dissolve the PA tomorrow - re-instating the direct control it had before the Oslo Accords - and Abbas can still negotiate.

Because Israel has the right to dissolve the PA, but it has no right to dissolve the PLO.
