Hamas is the de facto ruler of the Gaza Strip to the exclusion of the PA and has been since June, 2007. Any peace agreement between Israel and the PA can only apply to the West Bank and not to the Gaza Strip unless Fatah and Hamas can kiss and make up which is highly unlikely since Hamas rejects any recognition of Israel within any borders and refuses to go beyond temporary tahadiyehs and hudnas--permanent peace agreements are out insofar as Hamas is concerned. |
