You would not conclude that putting a fuel storage tank in the ground is simple if you ever had to deal with a gas station as real estate. The problems of Leaking Underground Storage Tanks (often referred to as LUSTs in the U.S.) are notorious. They make any transaction involving a gas station a headache, and have resulted in litigation over spills.

As to battary exchange, the estimated time for a battary exchance is 5 minutes. That`s not consistent with the complex physical logistics that you seen to think would follow.

The number of battaries that would have to be stored at any one site would depend on the traffic, but I suspect it`s significantly less than what you think. Most people drive less than 100 miles per day. If all you drive is 100 miles per day, you would charge the battary at home overnight. You would use a battary exchange only on relatively rare occassions.
