But it has already stated more than enough times that it will not negotiate away its right to enrich uranium.

Nor should it; every signatory to the NTP has the right to enrich uranium and, indeed, that is the carrot that is dangled in front of every would-be signatory.

But Iran has expressed a willingness to negotiate a regime of increased inspections and quarantees to show that its program is not a cover for a nuclear weapons program.

It suspended enrichment back in 2003 when it started negotiations that led to the Paris Agreement.

But "suspending" enrichment is not the same as "abandoning" enrichment, and Iran has said - repeatedly - that it will not sign away that right and it will reject any initiative that aims to get Iran to sign away that right.
