Maybe you`ll be a little more optimistic about this project to learn that its is no technological breakthrough, nor is it an entirely Israeli project.
Its just a smart business model (by an Israeli entrepreneur - Shay Agassi) which is being piloted in Israel since it is a small enough testing ground.
Countries to sign on so far include Denmark, Australia, California (ok, not a country) and Portugal are adopting the same business model, just not through the same company.
You are absolutely correct that Israel generates most of its electricity from fossil fuel burning means, but you should also know that Israel was the first country to have a law making it compulsory for all dwellings (except very high rise buildings which don`t have enough roof space) to use solar water heating which reduces the country`s electricity requirements by about 5%. Additionally, Israel is also currently building several solar power plants in the south, so baby steps first.
