Somebody is totally lying here, because there was a November 2008 IAEA report that said "The Agency has been able to continue to verify the non-diversion of declared nuclear material in Iran. Iran has provided the Agency with access to declared nuclear material and has provided the required nuclear material accounting reports in connection with declared nuclear material and
activities."
You can download November`s IAEA report, which does not reach the conclusions in this article at all, in fact the opposite, at the address below.
Read it yourself. It makes this article seem more like propaganda than anything. The link below is to a pdf report from a US website run by an arms "wonk".
