Collective punishment is the imposition of criminal-type penalties (such as executions, incarcerations, deportations, fines, and the like) to individuals or groups on the basis of another`s guilt. Neglect may be criminal in some cases, but it is not a criminal-type penalty and, therefore, is not collective punishment. Has anybody ever heard a judge say, "I hearby sentence you to 30 years of neglect because your 4th cousin was found guilty of armed robbery"?
