By specifically referring to anticipated Israeli foot-dragging as follows:
"The EU will continue to send clear messages to Israel and examine practical ways to exert more influence on these issues, including on goods from settlements",
it seems clear that the EU intends to get serious about conditions precedent on Israel which are necessary for effective peace negotiations to begin. Since sanctions on "settler goods` is expressly mentioned in the document, it is entirely possible that if the EU is faced with a wilful refusal by Israel to make essential concessions, sanctions on all Israeli goods would be the only way to compel Israel to comply with a demand for those concessions. |
