Terrorism is a form of asymmetrical warfare.

The purpose is to instill fear, pressure governments, and convince people that their government cannot protect them.

While the advantages of governments are immense, the terrorist has a BIG advantage of being able to choose, when, where and how.

Any government suffers from being unable to prevent a new form of attack, a new type of target, or respond easily to multiple coordinated attacks.

Terrorism succeeds when the government response is so oppressive that the government becomes a bigger problem for the populace than the terrorists.

This is why Jews in Palestine came to change from opposing Irgun before and during WW II to support - or at least not opposing - it after WW II.

Democracies, being restrained from oppressing their own populace, are actually at an advantage over dictatorships.

But that is because the populace - which remains the best first line of open eyes and ears - have a vested l interest in stopping terrorism.
