The 19th and early 20th century nationalists who fashioned the (non-socialist!) vision of Israel always envisioned equal rights for the non Jewish citizens of the state. Herzl even thought an Arab PM a possibility and Jabotinsky believed that a liberal political system was essential for the Jewish state. The more recent generation of the revisionist right from Olmert to Meridor to Livni ascribed to this point of view as well. Even Bibi has consistently paid lip service to this point of view (but he says lots of stuff). It is only the totalitarian religious right that never understood that those who deny the rights of citizenship to others undermine the legitimacy of the zionist enterprise
