"It was a man-made component, not natural [ore]. There is no sign there was already nuclear fuel or [production] activity there," another diplomat told Reuters."

1. The fuel for a Magnox type reactor (the sort in North Korea) is natural Uranium. That is the advantage of that sort of reactor, not having to enrich the fuel.

2. If the Uranium was not `fuel` i.e. enriched Uranium, or natural Uranium, yet `man made.` then it can only be `Depleted Uranium" which is used for many purposes including industrial radiography.

Depleted Uranium is also used in ammunition, for the 20 mm guns of the AH-1 helicopter, At the time of the raid, many reports indicated commando`s had landed at the site. Israel operates the AH-1 as the Tzefa.

There are many uses for Depleted Uranium. But it does not indicate either the existence of a reactor, or a bomb program.

This is because DU is Uranium which has had it`s .7% of U-235, the isotope used in weapons, or `burned` in reactors.
