Every nation dispenses "justice" on a sliding scale. The variables in dispensing justice include financial status, social status, celebrity status, religion, race, influence and connections, and more. In Israel, an Arab can expect near zero chance of justice. In the territories, there is an absolute zero chance of justice for an Arab. To say that 8% of Arab complaints result in indictment does not mention that none of these indictments will result in a conviction. If a Jew in the territories is convicted of a crime against an Arab, it is because he was unlucky enough to have his case tried in the media, which dispenses an influence of its own on the state justice system.
