Not really so. The US in the mid-1960s had a surplus of 92% enriched Uranium and was still involved in the "Atoms for Peace" program of the Eisehnower administration.

The solution to both problems was to export SMALL reactors using Weapons Grade Uranium.

By the time the US fled Vietnam in the mid-1970s the folly of this program was obvious.

After the US would no longer supply Weapons Grade Uranium, Iran had to engage Argentina to down grade and modify their research reactor to utilize a larger core of 20% (not usable in a weapon) enriched Uranium.

First, you cannot make a weapon from 20% enriched Uranium.

Second, Iran is NOT enriching Uranium to 20%, rather to 5% or less.
