First, the headline is totally misleading. One, unnamed individual associated with the organization is making the claim. The IAEA has made no such claim.
Second, the size of a critical mass necessary to build a bomb of 20% enriched Uranium is extremely large, so large you could not make a weapon of it.
Third, treason the Iranian research reactor was redesigned and rebuilt to use 20% enriched Uranium instead of Weapons Grade (92% enriched) Uranium is VERY simple. The lower enriched fuel could not be used to build a `bomb`.
Iran sought for practical reasons, that it could no longer get supplies of weapons grade uranium to fuel the reactor, to change to an enrichment which could be obtained, 20% enriched.
And that was available because it is not `weapons grade`.
